The 762 AR is somewhat believable (but only because I have thought them to be tracers), but the pistol and the shotgun are something I seriously wish developers would change their special feature to something else. I got all my experimental weapons from level 1 rivals! I got so many of them from lvl 1 and so few of them from lvl 4, that I didn't even bothered to level them anymore I don't believe that there are better odds to find exp weapons and rare cosmetics from level 4 rivals than level 1 rivals. You have the best odds of getting experimental weapon and rare cosmetic drops from level 4 rivals so it's best to level them up to max before destroying them if you're loot hunting. You can see their stats by clicking on them in the map and selecting the option to see more information about the rival in the context menu that opens. It gains the most experience from you being killed whether or not it has anything to do with your death. Once a rival has spawned it begins gaining experience as you kill other machines. Otherwise they will randomly be generated somewhere in the region. If you are killed then the machine that killed you has a chance to evolve instantly into a rival. Once the region's level score is high enough then they will spawn a few different ways. Rivals begin spawning when a region's level (visible by hovering the mouse over any particular region on the map) reaches 1500 or more.
